Give another option besides "NO fee" and 0.00. Some schools

Give another option besides "NO fee" and 0.00. Some schools list out all the different payment options below in section options. (ie: early payment, free an dreduced lunch, etc) and having a "no fee' or 0.00 opn the top of that can be confusing.
