Give the assigners a way to reset an officials password when they login to their assigners side

We could have a button on the edit official page that give the assigner the ability to reset the officials password to their last name all lower case letter. If you wanted more security, you could have the assigner have to answer a security question on the last 4 of the officials SSN.
