Iphone touchid does not work

will not pull up saved touchid on iphone. Makes me type it in every time, which is a lot since it does very poorly at staying logged in.

I need help!!

The app on my iPhone SE says I’m offline when I’m online. It won’t work on any WiFi network or use cellular data. I’ve tried deleting and reinstalling the app and it’s the same result. Is there a fix?
